Lydia Gorbunova has extensive experience in the state authorities of justice. Since 1993 she has worked in the Ministry of Justice of Ukraine, where she had a career path from a leading consultant to the Deputy Minister of Justice of Ukraine. From November 1998 to May 2007 and from March 2010 to April 2011 – Deputy Minister of Justice of Ukraine, from April 2011 to August 2013 - Assistant to the Minister of Justice of Ukraine.

In 2007-2010 she worked as a Vice-rector for legal issues in Kiev International University and as a Professor of Department of History and Theory of State and Law, and besides as a Head of the Codification Center of Institute of Legislation of Verkhovna Rada of Ukraine.

Ms Gorbunova has extensive experience in the field of legal expertise of state regulations, she was involved in the development of numerous bills in constitutional, administrative and social legislation of Ukraine. In particular, she was a Head of the Expert Group on drafting of international treaties of Ukraine on legal assistance and legal relations in civil and criminal matters.
